How is it different from the damage calculator?
The Build Lab gives you the final damage of a specific build; the Lab teaches you the mechanics (armor, penetration, scaling) so you can reason about any situation yourself.
Is the data from the current patch?
The formulas are Riot's live ones; you set the values to explore scenarios. It doesn't depend on matches or your account.
